GUI default theme updating in database but not changing in browser

    • Environment:
      mysql 3.14 database converted over to postgres, then upgraded to 5.4.4

      Steps to reproduce:

      1. General - GUI
      2. Change default theme to Dark
      3. press update

      Result:
      See screenshot...
      no errors, but the theme isn't changing.

      Expected:
      expect a dark theme

       

      I'm not seeing any errors in the server log or the apache logs that would indicate any error is occurring.    Not sure how to debug this.
