Theme is not changed in setup.php view if the theme was updated after last time this view was opened

      Steps to reproduce:

      1. Open setup.php view with the default theme
      2. Click on "Next step" button
      3. Navigate to Administration => General => Gui
      4. Change the theme to "High-contrast light"
      5. Open the setup.php view again

      Result: The view is still displayed in the default (blue) theme
      Expected: The theme should've been changed to "High-contrast light", same as everywhere else in frontend
