Steps to reproduce:

1. Create map navigation tree widget;
2. Add at least two rows;
3. Using drag&drop, move one of row as a child element under another;
4. Save changes.

Result:
Hierarchy is not saved.

Expected:
Hierarchy is stored like when child is added using "Add child element" button.
