Text area is not expanded in Service Tags after form saving

      Steps to reproduce:

      1. Go to Services
      2. Create new or update old Service
      3. Add long tag name and long tag value, due to text area becomes expanded.
      4. Save Service.
      5. Reopen modified Service and go to Tags tab.
