Problem description: at certain height of the window, when scrolling down to the config table in the graph widget configuration form, the config table headers are scrolled up into the graph area:

Steps to reproduce:

1. Reduce the heights of your screen
2. Open any dashboar in edit mode
3. Press add widget button and select Type = Graph
4. Scroll down

Result: the config table headers are scrolled up into the graph area.
Expected: the form should stay solid.
