Steps to reproduce:

1. Create a new Host with Zabbix agent (active) items
2. Do not start any Zabbix agents with matching Hostname

Result:

Zabbix Queue section related to Zabbix agent (active) checks is completely empty

Expected:

Zabbix Queue contains all items which are not collected 

This worked like this for previous Zabbix versions - if no agent is sending data to Zabbix agent (active) items, these items will be displayed in the Zabbix queue. This resulted in thousands of items in queue mostly because of uninstalled active agents, but that was expected behavior. Now the hosts do not receive any data, and the queue is also empty.
