Steps to reproduce: (Chrome, Safari)

1. Create item.
2. Navigate to Preprocessing tab.
3. Add several steps (3).
4. For one of the steps, check in Custom on fail checkbox.
5. Now, drag and change order for steps with enabled Custom on fail.

Result:

Expected:
It should work same way as steps without enabled Custom on fail.
