Problem description:

It is not possible to reach the content of a hintbox under an icon through keyboard navigation, if this icon is placed in the label of a form field. Examples:

• Warning message icon in field "Status calculation rule" in Service configuration form.
• All hint icons in Administration => General => Geographical maps
• All hint icons in Administration => Authentication

Steps to reproduce:

1. Navigate to Administration => Geographical maps
2. Attempt to access the hint under any of the hint icons through keyboard navigation

Result:
Not possible to focus on the icon, therefore, not possible to open hint.
Expected:
It should be possible to access all information via keyboard.
