Wrong encoding from agent after upgrade

      Steps to reproduce:

      1. Zabbix server was upgraded from 5.4 to 6.0
      2. All windows hosts reported a change in "system information" item. Cyrillic text is displayed incorrectly.
      3. @@character_set_database, @@collation_database is set to uft8 and utf8_bin.
      4. The problem affects agents 5.4.9, 5.0.0, 4.0.0, 3.4.6.

      Expected:
      Cyrillic text is displayed correctly.
