Problem description: The link to documentation is missing in the host creation form when this form is opened in standalone mode (via direct link).

Steps to reproduce:

1. Open host creation form via the direct link: /zabbix.php?action=host.edit

Result: there is no link to documentation in the top right corner of the form
Expected: link to host configuration documentation should be present in the top right corner of the form.
