Steps to reproduce:

1. Create User Group 'Zabbix.Templates.ReadOnly'
2. Assign User Group 'Read' permissions to any group(s) and 'Include subgroups' where templates are a members of.
3. Assign User to the User Group 'Zabbix Templates ReadOnly'
4. Assign User to a role where 'Configuration -> Templates' UI element is accessible like 'Admin' for example.
5. Log in as the User from step (3)
6. Navigate to 'Configuration -> Templates' and there will be no templates listed

Result:
The template configuration UI is able to be selected but no templates are listed.

Expected:
I would expect the following:

• 'Configuration -> Templates' UI is available - It is
• Templates to be listed according to the User Group permissions - It is not

This only works if the User Group defines access as 'Read-write' and will never list when the permissions are 'Read'.
