Problem description: for some reason the Operations tab in Action configuration form is reloaded on the 1st click after the "Default operation step duration" value is changed. As result, if user updates this field and then attpempts to add any type of operation, the operation configuration form popup is opened only after the 2nd click on the "Add" button.

Steps to reproduce:

1. Navigate to Configuration -> Actions
2. Press "Create action" button
3. Open "Operations" tab
4. Change the value in "Default operation step duration" field and right after that click on "Add" button for any type of operation.

Result: Tab is reloaded, nothing happens.
Expected: Popup with configuration form of the corresponding type of operation should be opened
