Architecture: Zabbix server + Zabbix Proxy + Monitored host

Steps to reproduce:

1. Agent's ServerActive configured with both proxy and server
2. Proxy in active mode, host registered with proxy, proxy switched to passive mode
3. Configuration/Host change monitored by proxy to (no proxy)

Result:

Initially host appears as monitored by server but at the next configuration update between server and proxy the host switches back to monitored by proxy X

Expected:
When proxy is in passive mode, Monitored by proxy setting in frontend should take precedence and should not be override by the proxy registered hosts

When proxy is in active mode, it should override Monitored by proxy setting for all hosts registered with the proxy
