Cannot change Connections to Proxy encryption setting options greyed out

      Steps to reproduce:

      1. Create new Proxy in WebUI
      2. Go to Encryption
      3. Try to change Connections to Proxy from No Encryption to PSK or Certificate

      Result:
      **

      Expected:
      Boxes should not be greyed out and you should be able to choose different options.
