Review/fix table update order

      To avoid deadlocks server and API must keep the same update order for tables within transaction. There was a problem with items (see ZBX-21218), however need to review all updates to configuration. In server that is template linking and LLD. In frontend - template linking and object (host, item, trigger) creation ?
