ZBX-21145 changed how new host, item and trigger tags are merged with existing tags when linking templates by server. Tags are merged using following logic:

1. skip tags with matching name+value
2. update tag values with matching names
3. update name and value if there are old and new tags left
4. remove leftover old tags
5. add leftover new tags
