Steps to reproduce:

1. Create A service action, use  {SERVICE.ROOTCAUSE}   in Problem, Recovery, Update operations
2. Fire the service-related trigger 

Result:
All fine for the Problem, Update operations, no value in recovery messages
Expected:
Value should be expanded for the mentioned macro in any action operation type
