Steps to reproduce:

1. in zabbix console 
   administration>create media type  for send sms  (type : script)
2. configuration > actions > trigger actions > create actions for specific hosts

Result:
zabbix 6 send sms to all hosts not to specific hosts that defined in configuration>actions
