Issue described as per looking at 6.4.0rc1

Steps to reproduce:

1. Open any view or form, where filter has dropdown menu with values;
2. Open filter;
3. Check Tags sections dropdown menu values.

In other views this issue can be found too:
hostinventoriesoverview.php; – grouping by;
zabbix.php?action=service.list;
zabbix.php?action=sla.list;
Monitoring -> Problems;
Monitoring -> Hosts;
Monitoring -> Latest data;
templates.php;
zabbix.php?action=host.list;

Affected versions: master, 6.2, 6.0, 5.0.

Result:
Values are not in alphabetical order.

Expected:
Values are in alphabetical order.
