Can't see the warning message at the top of the dashboard page, you need to scroll up to see it.

Steps to reproduce:

1. Open Global view dashboard
2. Copy Problems widget
3. Go to Modules page
4. Disable Problems widget module
5. Open Global view dashboard
6. At the bottom of the page, select an area and paste a widget

Result:
It looks like nothing is happening and the paste didn't work. Because at the top of the page there is an error "Cannot paste inaccessible widget."
Expected:
Scroll to top if warning massage appears on dashboard
