windows agent install fails due to missing zabbix_agent.d folder on upgrade

      Steps to reproduce:

      1. previously upgrade to 5.0.10
      2. update to 6.2.4 using MSI
      3. old version is uninstalled, new version fails to install
      4. install new version a second time, it creates zabbix_agent.d and completes the install
