HA manager is not stopped if Zabbix server is stopped with unavailable database

      Remove all hosts and stop mysql, then stop Zabbix server, notice all processes except ha manager exited and starting database does not help.

      Attached patch with a problematic place ha.diff
      but solution can be a little bit more tricky due to ha manager needing to run during history sync
