Steps to reproduce:

1. Create a template for use with a Host Prototype;
2. Save it;
3. See the Dashboard on context menu on all Hosts from the Prototype;
4. Login as "User Role" user type (non privileged) "User", see no dashboards.

Result:

1. Super user can get the Dashboard from context menu
2. Unprivileged user can't get the Dashboard from context menu

Expected:
1. All users can see the Dashboards.
