Steps to reproduce:

1、Zabbix server quit due to abnormality.

2、systemctl start zabbix-server

Result:
The command line is unresponsive for a long time, and the log file is unchanged.
Expected:
After Zabbix exits due to insufficient memory, the main process does not close HA Manager, resulting in the inability to close the Zabbix-Server service using systemctl and start the service again.
