Steps to reproduce:
1) Login as Admin.
2) Create new Dashboard.
3) Navigate to Users->Users
4) Create new user with name - User1, permission as Super admin and group - Administration.
5) Check DB profiles table.

We can see that Admin (userid) has last dashboard opened - 181 (newly created dashboardid).
6) Logout and login as created User1.

Result:
New dashboard that Admin created is displayed.

Expected:
Global view dashboard displayed for the newly created users.
