Problem description: In Zabbix 6.4 and 7.0 it is not possible to delete allconditions that belong to an action - after form submission all of the conditions are back in their place:

Steps to reproduce:

1. Open configuration of any action that has at least one condition
2. Remove the condition and save action configuration
3. Open the action configuration form again and check Conditions field

Result: The removed condition is still there
Expected: Condition should be removed
