Can't select "Item Type" and "Key" for new template

      Steps to reproduce:

      1. Data Colletion > Templates
      2. New Template
      3. Edit Template > Item > Create Item
      4. Can't select "Item Type" and "Key" for new template

      Result:

      Expected:
      Type can be selectable. Currently is empty list.
