Description:
Installed Zabbix server 6.0.14 on a new server. Backend DB is MySQL 8.0.{}

The installation steps were all successful. Enabled TLS connectivity to DB.

Steps to reproduce:

1. From Zabbix console - > Configuration -> Actions -> Create action -> Operations tab
2. Add Operation steps = No Remote command in drop-down menu
3. Only Send message is available
