      Steps to reproduce:

      1.  Starting Zabbix Server. Zabbix 6.0.12 

      Result:
       using configuration file: /etc/zabbix/zabbix_server.conf

      cannot initialize runtime control service: "rtc" service is already running.


      Expected:
      success
