Discovery rule form field overlaps label when IP range text area width is resized

      Steps to reproduce:

      • Open the 'New discovery rule' form
      • Resize the IP range text area

      Result: 'Device uniqueness criteria' label is overlapped.

      Expected: Label shouldn't be overlapped.

      Note: this bug also actual for a new label that will be added in the task ZBXNEXT-2732
