'Host inventory' and 'Tags' remove button are active even if the last row can't be removed

      Precondition: Only master branch.

      Steps to reproduce:

      1. Go to Monitoring -> Problems (Hosts, Latest data)
      2. Check 'Host inventory' and 'Tags' remove buttons
      3. Remove 'Host inventory' and 'Tags' last rows

      Result: "Remove" button becomes disabled.

      Expected: By default, the "Remove" button should be disabled before step #3, because there is only one row of 'Host inventory' and 'Tags' that can't be removed. Probably caused by ZBX-22264 sub-issue #1
