Problem description: if a user changes the order of web scenario headers or web scenario step query fields, post fields or headers, then this order change will be ignored after submitting the configuration form.

Steps to reproduce:

1. Create a web scenario with multiple headers
2. Add a step to this web scenario with multiple query fields, post fields and headers
3. Save the web scenario
4. Open the web scenario in edit mode and change the order of:
   1. Web scenario headers
   2. Web scenario step headers
   3. Web scenario step query fields
   4. Web scenario step post fields
5. Save web scenario configuration form
6. Open the web scenario configuration form again and check the order of the changed fields.

Result: re-ordering of the rows in the mentioned fields did not take affect.
Expected: re-ordering of rows in these fields should've been applied after saving the web scenario / web scenario step configuration forms.
