The issue is present only on the pages, where modal windows are applied.
For example, on 6.0: Configuration -> Hosts
On 7.0 Data collection -> Templates / Hosts etc.

Steps to reproduce:

1. Open Configuration / Data collection -> Hosts
2. Type some tag and its value in the filters
3. Apply the filters
4. Change the "Contains" to an option that doesn't require a value field
5. Proceed changing the option and observe the results

Result:
The extra gaps are present, and redundant movement is appearing when changing the tag options.
