Inconsistent behavior of empty password for a user without user group

      Steps to reproduce:

      1. Create new user without user group
      2. Try to save without password - can't save
      3. Add password and save
      4. Edit user
      5. Press "Change password"
      6. Leave the password fields blank
      7. Save user

      Result:
      The user was successfully saved
      Expected:
      Can't update user with empty password fields: "Incorrect value for field "Password": cannot be empty."
