Steps to reproduce:

1. create a host, assign an IP address, and assign a single ICMP Ping template  
2. host not have  installed agent
3. There are actions on triggers: triggered when the Trigger Severity is greater than or equal to Average

Result:

if the host is unavailable, the trigger "ICMP: Unavailable by ICMP ping" is triggered (high importance)
In problems, the trigger is displayed, but there are no actions for this trigger.
There are no events for this trigger in the action log menu.
Moreover, actions are carried out based on other triggers of similar importance.

Expected:

also does not work in version zabbix-server 6.2.9
in version zabbix-server 6.4.7 it WORKS!
