Textarea elements, such as description fields, have no minimal height and no maximum width.

Steps to reproduce:

1. Open any popup with textarea field, for example, host configuration form.
2. Try to reduce the size of the textarea in height.
3. Observed: the field has no minimal height.
4. Resize description textarea to the right so that mouse cursor is outside the popup window, and release the mouse pointer.

Result:
It is not possible to reverse the width of the textarea.
