Steps to reproduce:

1. Create proxy and set timeouts to "Global"
2. Create host monitored by proxy
3. Open item create form
4. Click on "Timeouts"

Result:
New tab is open with global timeouts settings
Expected:
Proxy configuration modal is open.

Timeouts link should always open proxy configuration form when host is managed by proxy and only when host is not managed by proxy global timeouts page is opened.
