The close icon does not appear in popup, when first time click on problem event action icon
Steps to reproduce:

1. Go to to Monitoring->Problems
2. Update problem and make an action icon to be shown
3. Click on the icon (do not mouse over)

Result: close icon  is not visible and overlay disappears after moving the mouse (behavior is the same as hovering over the icon). If click again - close icon appears
Expected result: close icon exist
