Steps to reproduce:

1. Add a graph widget to the dashboard.
2. Go to Settings -> Dataset -> Select one or two items.
   
   
3. Download the graph from the widget menu.

Result:
Legend is not displayed on the downloaded image.

If a graph has three or more items, a legend is displayed.
