Super Admins can not add Host Groups from other nodes to User Groups Permissions

For Example:
1. Go to Administration
2. Select "User Groups"
3. Select a User Group to edit
4. Select add button under permissions to add host groups to read-only box.
5. Current node of groups is shown.
6. Now try and change nodes and the the group list does not update nor does "All" work anymore.
