Slow configuration sync after upgrade from 5 to 6

      Hi!
      After upgrading from version 5 to 6 (6.4.1) we see next symptoms on SQLite3(like https://support.zabbix.com/browse/ZBX-21808):

      1. Stop zabbix_proxy
      2. Delete database
      3. Start zabbix_porxy
      4. Configuration_Syncer process continues about 18-20 minutes

      Updating to 6.4.3(https://support.zabbix.com/browse/ZBX-22799) did not improve the situation. This can be observed if you delete the sqlite3 database. If you do not delete the database, the situation does not reproduce.
