Steps to reproduce:

1. Navigate https://www.zabbix.com/download ->Zabbix Agent -> Windows -> <needed hardware> -><needed Zabbix version> -> No encryption -> Archive
2. Download the ZIP file with Zabbix agent 1
3. Check the contents of the ZIP file

Result:
zabbix_sender.dll is found in the archive in bin\dev, but zabbix_sender.h and zabbix_sender.lib are missing in the archive, while they are required for compiling user applications with zabbix_sender.dll

Expected:
zabbix_sender.h and zabbix_sender.lib are present in the ZIP archive at path bin\dev. This should be done only for the ZIP archive (not for MSI) and only for the versions with no encryption.
