Steps to reproduce:

1. Create User with Role "Admin role" and User type Admin and Permissions: All groups None and Department: Read-write
2. Access to UI Elements: Monitoring: Dashboard | Problems | Hosts | Latest data | Maps | Discovery
3. Navigate to Monitoring -> Latest data -> Dashboard /zabbix.php?action=host.dashboard.view&hostid=10296
4. Got Graph (classic) Graph: No permissions to referred object or it does not exist!
5. Got Graph (classic) Simple graph: System error occurred. Please contact Zabbix administrator.
6. Normal graphs are shown as expected

Result:

Expected:
As super admin (super admin role) it works. The Dashboard graphs are displayed.

We can reproduce at will and send result of all queries if needed. Just guide us through and we will send the needed information... We can send needed screenshots. Or even have a Videoconference if wanted.
