Steps to reproduce:

1. Create new Graph/Pie widget
2. Select "Legend" tab
3. Select "Variable" for Rows field

Result:
"Maximum number of rows" and "Number of columns" fields changed position. If switch back to "Fixed" and then again "Variable" - the lines no longer change position.

Expected:
fixed lines at once
