Inherit tags on items from templates not working

      Steps to reproduce:

      1. Create a tag on a template
      2. Open an item under the template and go to tags
      3. Click "Inherit and item tags"
      4. Click update

      Result:

      Expected:
      Template tags are inherited and added to the item.
