It's starting from version 6.4.13.
Here is attempt to install service, agent2 is from downloaded archive:

I believe the same error happening during attempt to install form msi package:
6.4.12 does not cause such an error, from archive and for installation package too. Here is difference when install a service the same way. Lower is 6.4.12 is fine:
