system.localtime[local] requires agent restart to update timezone

      Steps to reproduce:

      1. Create a system.localtime[local] item for a windows host (in my case Server 2012R2)
      2. Pick any timezone in windows clock e.g. UTC+4
      3. Restart zabbix agent
      4. Testing the item will now show UTC+4 as the timezone
      5. Change timezone to a different one, e.g. UTC+3
      6. Testing the item will still show UTC+4 as the timezone, which is incorrect
      7. Restarting zabbix agent again will then produce the correct result of UTC+3 in zabbix latest data.
