Steps to reproduce:

1. Upgrade Zabbix v6.4.15 to v7.0.0
2. Check Used in actions column in menu Alerts > Media types

Result:

Actions that have any operation like "Send message to users: user1 via all media" or "Notify all involved" makes the action appear under "Used in actions" for all Media types.

Expected:
The trigger action should only be visible for the used mediatypes, no all / disabled.
