All tags defined on template level are missing

Discovered hosts with some tags (they are visible also in problems)
On this host is a template which is doing discovery of

• items (tags are visible also in problems)
• triggers (no tags on triggers are defined)

When a problem occurs it contains only tags from host + item
All tags from template are missing.

Create a dummy templates which is discovering host
and then assigning the template with :

• one normal item + trigger
• one discovered item + trigger

Template was also tested on non-discovered host

Non discovered host contains problem also with template ta
But discovered host is missing this tag
