False positive alerts "high bandwidth usage" when port is down, or during change port up/down

      Steps to reproduce:

             1. upgrade zabbix from v5 to v7 - following official guide

             2. set SNMP monitoring to any switch (DELL N1524 in my case) using template "Template Module Interfaces SNMPv2". I have compared the template with an template from clean zabbix installation, they are equal.

             3. even port is down, the alert is issued
